About this opportunity

The State of South Dakota Office of Procurement Management is requesting bids on 2027 or newer vehicles for state agency use under IFB 26IFB19913, with bids due September 9, 2026 at 2:00 PM Central Time.

The scope spans sedans, sport utility vehicles, vans, pickup trucks in multiple tonnages (1/2 ton through 1 ton), cab and chassis trucks, and specialized police vehicles across 27 line items. All vehicles must be new, latest production models with standard equipment and safety features as specified in the terms and specifications document. The vehicle categories include non-police sedans and SUVs (items 1–10), non-police pickup trucks (items 11–19), cab and chassis trucks (item 20), and police vehicles (items 21–27). All vehicles must include a minimum five-year/100,000-mile drivetrain warranty.

Evaluation uses a modified life cycle costing formula for all vehicles except Highway Patrol vehicles and heavy-duty trucks of 3/4 ton and over: (100,000 miles ÷ EPA fuel rating × $3.00) + base bid price. Base pricing must include delivery to Pierre, South Dakota; vendors may quote additional charges or deductions for delivery to Aberdeen, Brookings, Mitchell, Rapid City, Sioux Falls, or Vermillion. The State reserves the right to purchase lower-priced products on the open market and may award by item, group of items, or on an "all or none" basis.

The resulting contract runs one year from October 1, 2026 through September 30, 2027, with the State holding an option to renew for up to four additional one-year periods upon 60 days' notice. No bid bond is required. Price increases are not permitted until 90 days after contract effectiveness and must be supported by dated manufacturer price sheets; price decreases are acceptable on invoices at any time. Payment follows South Dakota's Prompt Payment Act: within 45 days of delivery and acceptance, with interest accruing at 1.5% monthly on overdue amounts beginning 30 days after delivery and invoice receipt.
