About this opportunity
VDOT's Bristol District is soliciting bids from prequalified firms for 2027 Latex Modified - Secondary treatment on various secondary routes in Dickenson and Wise Counties, with bids due through Bidx on November 18, 2026 at 10:00 a.m. Prequalification is required. The solicitation carries no SWAM set-aside: the contract mandates no small, women-owned, or minority-owned participation percentage, though Form C-111S lets bidders voluntarily use SWAM firms and claim credit toward voluntary participation goals.
The scope covers furnishing and placing approximately 6,721.6 tons of latex modified emulsified asphalt treatment (micro-surfacing), 806 hours of flagger service, removal of 5,319 linear feet and 1,280 square feet of nonlinear pavement markings, temporary markings of 168,350 linear feet of 4-inch and 290 linear feet of 24-inch, and permanent line markings of 175,250 linear feet of 4-inch and 419 linear feet of 24-inch. Work must comply with the VDOT Road and Bridge Specifications (2020 edition with 2022 supplement) and current work area protection standards. Lane closures are coordinated through the Department's LCC/LCI system. Contractors must comply with prevailing wage rates, drug-free workplace, equal employment opportunity, and security protocols for portable changeable message signs. Asphalt prices adjust monthly against Department-published statewide averages for PG 64S-22 and PG 64E-22. Subcontractors valued at $25,000 or less per firm may be used without prior written approval, provided cumulative sublet value does not exceed 10 percent of the original contract value. Project completion is October 17, 2027.
The contract requires a bid bond equal to 5 percent of the bid value, and successful bidders must provide performance bonds and execute the contract within specified timeframes. Maintenance of traffic is paid as a lump sum with incremental disbursement tied to work progress.
