About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, is soliciting technical proposals for the 2027 General Architecture and Engineering Services Indefinite Scope, Indefinite Delivery (ISID) contract, with proposals due November 19, 2026 at 2:00 p.m. Eastern. Michigan-based business certification is required prior to contract award for application of state preference provisions. Questions are due November 9, 2026 at 2:00 p.m. Eastern.

The contract covers general professional architecture and engineering services for minor, urgent, and routine maintenance, alteration, addition, and construction projects at state facilities statewide, with most individual projects expected to cost less than $500,000. Listed services include ADA facility assessments, building envelope investigations, civil site services, electrical and HVAC engineering, roof design, structural investigations, water and wastewater systems, and correctional facility work. Firms must identify preferred regions from eight Michigan geographic areas and provide at least three project examples and references from the past five years. Firms must certify on criminal convictions, tax compliance, and debarment status within the past three years. Holders of 2025 ISID General Professional Architecture and Engineering Services contracts, which expire April 2029, are exempt from resubmission. Assignments may be directed to agencies including the Department of Corrections, Department of Natural Resources, and Michigan State Police.

Proposals are evaluated 80 percent on technical qualifications and 20 percent on cost. The cost proposal requires four-year billable rate ranges per position, and project costs are set at assignment. Sub-consultant fees and mark-ups may not exceed 5 percent annually. Travel beyond 100 miles one-way is reimbursable at State rates. The sample contract provides a four-year initial term with one additional one-year extension at the State's sole discretion, and it guarantees no minimum work volume. Work must comply with federal EPA, OSHA, and DOT rules and state DHHS, EGLE, DNR, and MIOSHA requirements.

Proposals must be submitted electronically through SIGMA VSS by 2:00 p.m. Eastern on November 19, 2026, as a single attachment not exceeding 25 megabytes, with a nominal $1.00 bid amount entered during submission. No pre-proposal meeting or walkthrough is held. Questions go by email to Chris Parsons at ParsonC5@michigan.gov. Award recommendations are expected within thirty days after the proposal deadline.
