About this opportunity

Michigan's Department of Technology, Management and Budget (DTMB) is soliciting qualifications-based proposals for the 2027 General Architectural and Engineering Services Indefinite Scope, Indefinite Delivery (ISID) contract, with technical proposals due November 19, 2026, at 2:00 p.m. Eastern through SIGMA VSS and questions due November 9, 2026. Michigan-based businesses qualify for state preference consideration, and firms holding current 2025 or 2023 ISID contracts may not re-propose until those contract terms expire.

The contract covers minor, urgent, and routine professional services for state client agencies, including MDOC, DNR, and MSP. Project types include building alterations, additions, facility upgrades, special maintenance, ADA facility assessments, bridge design, civil engineering, correctional facilities, electrical and mechanical systems, historical preservation, landscape architecture, structural assessments, and water and wastewater systems. Most projects are anticipated below $500,000 in total cost, and phases run from study through construction administration. Firms must be licensed to practice in Michigan and carry professional liability insurance. The questionnaire requires three project examples completed within the past five years for each claimed service category and asks firms to identify qualifications by designated Michigan region. Multiple firms will be awarded to supplement the existing roster.

The ISID carries no guaranteed work volume, and firms may be assigned projects under $25,000 as well as larger projects. The sample contract sets a four-year term with an optional one-year extension at the State's sole discretion. Cost proposals must establish billable rate ranges for each position across all four years, with anticipated annual increases and separate rates for sub-consultants whose markups do not exceed 5 percent annually. Reimbursables are limited to printing, reproduction, survey reports, and U.S. Mail postage. Fringe benefits, insurance, computer time, and indirect costs must be built into hourly rates.

Technical proposals are weighted at 80 percent and cost proposals at 20 percent. Award recommendations follow within 30 days of the proposal deadline. No pre-proposal meeting or walkthrough is scheduled. Questions go to Project Director Chris Parsons at ParsonC5@michigan.gov, and bidders enter $1.00 as the bid amount in SIGMA VSS.
