A 5% local-vendor preference applies to vendors whose principal place of business is located within San Bernardino County.

The vehicles must be delivered by September 28, 2026 to the Sheriff's Automotive Division at 655 East Third Street, San Bernardino, California, during business hours with a full tank of fuel. Specifications include a 2.5L Turbo DOHC engine with Variable Valve Timing, 8-speed automatic transmission, all-wheel drive, adaptive cruise control, wireless phone charger, LED headlamps, and 7-passenger seating with front bucket seats. Warranty coverage is 5 years / 100,000 miles for drivetrain.

Pricing shall be quoted per vehicle on the authorized County form as F.O.B. destination, excluding California sales/use tax and federal excise tax (which the County pays separately). All bids must include California tire fees and delivery fees with 8.75% tax applied. Payment terms are Net 60 days from receipt and acceptance; the County does not accept discounts of less than 45 days.

Bidders must submit representations and certifications including debarment status, IRS W-9, and local vendor preference self-certification if applicable. The County reserves the right to waive specification variations, adjust quantities at award, reject any or all bids, and conduct pre-award surveys of bidder capability. Bids remain valid for 270 days after opening. Award is tentatively scheduled for August 2026. Protests may be filed within 10 calendar days of Notice of Intent to Award based on procedural failure, conflict of interest, or violation of state or federal law.
