About this opportunity
The City of Barnesville, Georgia is requesting qualifications and proposals for preliminary engineering, final design, and construction administration services on 2027 Community Development Block Grant–funded water and sewer infrastructure projects, with proposals due August 10, 2026 by 4:30 p.m. Section 3 Business Concern status and compliance are mandatory; responding firms must submit Section 3 self-certification and action plan forms to claim preferences.
Respondents must be engineering firms with demonstrated experience on CDBG, Employment Incentive Program, Georgia Environmental Facilities Authority, Appalachian Regional Commission, and Economic Development Administration projects. The immediate 2027 CDBG project requires a draft preliminary engineering report by December 31, 2026. The City anticipates contracting within one year of the notice date (July 7, 2026) and will consider selected firms on a project-by-project basis for additional federally funded opportunities over a 24-month period. Work is subject to the Build America, Buy America Act, requiring that covered materials (iron, steel, manufactured products, and construction materials) be American-made. The City complies with Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act.
Proposals should be directed to Richard Newbern, City Manager, at 109 Forsyth Street, Barnesville, GA 30204. Questions should be directed to Richard.newbern@cityofbarnesville.com.
