About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations to establish a Master Agreement for custom boat stickers for the 2027 registration year, with quotations due July 30, 2026 at 4:00 p.m. Eastern Standard Time.

The scope comprises three commodity lines: 144,000 sets of 2027 Boat Permanent Registration Stickers (green with white printing, 3" x 4-1/8"), 18,000 sets of 2027 Lake and River Protection Stickers (white with green printing, 2-1/2" x 2-5/8"), and 6,000 sets of 2027 Boat Excise Tax Stickers (orange with white printing, 2-1/2" x 2-1/2"). All stickers must be pressure-sensitive calendared vinyl with water and salt-resistant adhesive, sequentially numbered, bound in booklets with covers, and packaged in labeled boxes and cases. Quotations must be submitted on a per-set basis via the State of Maine's Advantage Vendor Self Service system and must include all production, printing, proofing, numbering, binding, packaging, labeling, inside delivery with liftgate service, and shipping costs on an FOB-Destination basis.

The initial delivery is required no later than November 1, 2026, to 353 Water Street, Augusta, Maine. The contract spans an initial term from July 1, 2026, through June 30, 2027, with four optional one-year extension periods through June 30, 2031. The Master Agreement allows orders as needed with no guaranteed minimum purchase quantities.

Quoted prices must remain firm for a minimum of one year; price adjustments require at least sixty days' notice with supporting manufacturer documentation. Late deliveries incur $1,000 per week or $200 per working day deductions. The State anticipates awarding to the lowest-priced qualified bidder but reserves the right to make multiple or no award. Quotations must remain valid for 180 days from submission. Bidders must submit manufacturer literature, equivalency documentation, completed Appendix A and E forms, and affirm specification compliance. Samples may be requested at no cost and will not be returned.
