About this opportunity
The South Carolina Department of Transportation (SCDOT) is soliciting electronic bids for the 2027 Allendale and Hampton Pavement Improvement project covering approximately 24.39 miles of pavement work across Aiken County, with bids due September 9, 2026 at 2:00 PM. The project carries a 0.00% Disadvantaged Business Enterprise (DBE) goal.
All bidders must be prequalified by SCDOT and must submit a bid bond equivalent to 5% of the approximate bid amount using SCDOT Form 674 through the BidX platform. Electronic bid submission is mandatory and requires completion of all required fields, proper unit pricing, and acknowledgement of proposal conditions.
The scope includes mobilization; removal and disposal of existing pavement and guardrails; full-depth reclamation with cement-modified recycled base; asphalt surface course installation in multiple types; milling of existing asphalt pavement at various depths; driveway paving; traffic control; pavement markings using paint and thermoplastic materials; rumble strips; concrete sidewalk and curb construction; pedestrian ramp construction; guardrail installation; and permanent grassing. The project is scheduled for completion by June 30, 2028.
The contract is subject to Federal-Aid requirements under Title 23 of the United States Code, the Davis Bacon Act prevailing wage rates, the Work Hours and Safety Act of 1962, and Title VI of the Civil Rights Act of 1964. The project is funded through the Congestion Mitigation and Air Quality (CMAQ) program.
Proposal bid forms and construction documents will be available on the Bid Express website beginning August 9, 2026, with plans also accessible through the SCDOT Construction Extranet. Hardcopy plans and proposals are available through Engineering Publications for a fee, though contractors are not required to purchase plans to submit bids. SCDOT reserves the right to reject any or all proposals and waive any technicalities.
