About this opportunity

The City of Dalton is requesting proposals for mowing and landscaping services at three cemetery locations (West Hill Cemetery & Chapel, Oak Hill Cemetery, and Old Presbyterian Cemetery) under a one-year contract beginning January 1, 2027, with proposals due October 29, 2026 and a mandatory pre-proposal meeting on October 8, 2026.

Respondents must comply with Georgia's Security and Immigration Compliance Act (O.C.G.A. 13-10-91) and submit a signed and notarized E-Verify affidavit to be considered responsive. This is a decision-gate requirement.

Services span weekly mowing, weed eating, edging, debris removal, and shrub pruning from March 1 through November 15 annually, with twice-monthly services from November 15 through December 15. Annual planting is required at the Chapel location only. Contractors must furnish all supervision, materials, labor, and equipment. No herbicides are permitted; insecticides for ants, bees, and wasps are allowed. The contractor bears liability for equipment damage.

Contractors must provide minimum general liability coverage of $1 million and workers' compensation insurance for all employees. Contractors must submit individual pricing for each cemetery location and a lump-sum yearly cost. The City may renew the contract on identical terms for two additional years (2028 and 2029), unless the proposer specifies different pricing for years two and three; any price increases are non-compounding and calculated from the base lump-sum amount.

Evaluation allocates 30 points to company qualifications and relevant experience, 30 points to price, 20 points to proposal completeness, and 20 points to references and past performance. Mandatory submissions include company history and description, qualifications and asset lists, three current references for contracts exceeding $30,000, the E-Verify affidavit, and proof of insurance. Questions are due October 15, 2026, with responses provided by October 22. Monthly invoicing is submitted to Public Works with payment within 30 days of approval. Jerome Key (706-278-7077 or jkey@daltonga.gov) handles questions.
