About this opportunity

The Colorado Department of Human Services is requesting qualifications for architectural/engineering/consulting services to stabilize five buildings at the Colorado Mental Health Hospital in Pueblo under RFQ 2027-031M26, with qualifications due August 4, 2026 at 3:00 PM MDT and a mandatory pre-submittal conference and site tour on July 21, 2026 at 9:00 AM. A clarifications session is scheduled for July 23, with a final addendum release on July 28.

Minimum qualifications require firms to have operated under the same name for two years, demonstrate design experience on at least two projects exceeding $1 million in hard costs, not have been terminated by the State, and attend the mandatory pre-submittal conference. Consultant team members assigned to the project must meet the Secretary of the Interior's Professional Qualifications Standards for Historic Architecture and Historic Preservation and demonstrate experience coordinating with State Historic Preservation Offices and the Colorado State Historical Fund grant process. Eighty percent of work must be performed by Colorado labor residents, and the firm must comply with the Buy Clean Colorado Act regarding Environmental Product Declarations for eligible materials.

The scope encompasses structural assessment, stabilization, and rehabilitation across five buildings: Building 54 (1939 warehouse with basement wall cracking), Building 1A (1934 stone superintendent's garage requiring historic engineering assessment), Building 33 (1939 grounds maintenance shop with foundation and roof issues), Building 20 (1974 vacant forensic institute building), and Building 140 (current forensic institute with floor failure requiring concrete slab replacement). The estimated project cost is $1.227 million. Design work begins September 28, 2026, with construction scheduled March through December 2027 under a Design/Bid/Build delivery. Short-listed firms will interview on August 11, 2026, with selection announced August 13, 2026.

Prequalification submittals must not exceed 20 pages (excluding cover letter and attestation) and address project team qualifications, firm capabilities, prior experience on similar historic and institutional projects, project approach including budget and quality control methodologies, equity and diversity commitments, and work location details. Evaluation occurs in two stages: prequalification submittal assessment and oral interview, using weighted scoring across project team qualifications, firm capabilities, prior experience, project approach, and work location.
