About this opportunity

The Colorado Department of Human Services Planning Design & Construction Department is requesting qualifications for architectural and engineering services to stabilize multiple buildings at the Colorado Mental Health Hospital in Pueblo (CMHHIP) campus, RFQ 2027-031M26, with qualifications due August 4, 2026 by 3:00 p.m. Mountain Daylight Time and a mandatory pre-submittal conference and site tour on July 21, 2026 at 9:00 a.m.

Colorado resident preference and 80% Colorado resident labor requirement apply to this project under state law. Minimum qualifications require firms to have operated under the same name for two years, demonstrate design experience on at least two projects exceeding $1 million in hard costs through a Colorado office, hold Secretary of the Interior's Professional Qualifications Standards credentials in historic architecture and preservation, provide documented State Historic Preservation Office coordination experience, and attend the mandatory pre-submittal conference.

The scope encompasses structural assessment, rehabilitation, and stabilization of five buildings: Building 54 (1939 warehouse with failing shoring and cracking), Building 1A (1934 stone superintendent's garage requiring historic assessment), Building 33 (1939 grounds maintenance shop with foundation and roof issues), Building 20 (1974 high security forensic institute recommended for demolition and utility hub replacement), and Building 140 (current high security forensic institute with floor failure requiring geotechnical analysis and concrete slab replacement). The project uses Design/Bid/Build delivery with anticipated design start in September 2026 and construction execution from March through December 2027.

The estimated project cost is $1,227,571. The Buy Clean Colorado Act applies to eligible materials including asphalt, cement, concrete, glass, steel, and wood structural elements. Short-listed firms will be invited to mandatory oral interviews on August 11, 2026, with selection announced August 13, 2026. Qualifications submissions are limited to 20 pages and must follow the evaluation form format in Appendix A. Evaluation criteria include project team qualifications and experience, firm and team capabilities, prior project experience, project approach including budget and schedule methodology, equity and diversity initiatives, and work location considerations, scored on a 0–5 scale with predetermined weights ranging from 2 to 5.
