About this opportunity
Columbia County Board of Commissioners is requesting qualifications for engineering services on the CR-580/North Belair Widening Project (PI# 0021741) under RFQ 2026023-RFQ2911, with statements of qualifications due July 16, 2026 at 12:00 PM ET. The project is federally funded and subject to a 15% overall annual Disadvantaged Business Enterprise (DBE) participation goal, which may be met through prime contracting, subcontracting, joint venture, or mentor/protege relationships.
The scope encompasses widening approximately 2.4 miles of North Belair Road (CR 580) from two lanes to three lanes between Evans and SR 28 (Fury's Ferry Road), including a continuous central turning lane, select right-turn deceleration lanes, a shared-use path for multimodal connectivity, and infrastructure and safety upgrades at the CSX railroad crossing. The selected consultant will deliver all project phases: concept development, field surveys and database establishment, environmental documentation, public involvement support, preliminary and final construction plans, subsurface utility engineering (SUE), active utility coordination and relocation management with GDOT Chapter 14 compliance, right-of-way plans, and construction support services in accordance with Georgia Department of Transportation (GDOT) policies and the Plan Development Process.
Prime consultants must hold prequalifications in Area Classes 3.01 (Two-Lane or Multi-lane Rural Roadway Design) and 3.02 (Two-Lane or Multi-lane Urban Roadway Design). The overall team must demonstrate prequalifications across additional area classes including NEPA documentation, traffic studies, environmental specialties, utility coordination, bridge design, surveying, and erosion control.
The procurement is structured in two phases: Phase I evaluates project manager and key team leader experience (30%), resources and workload capacity (20%), and required Area Class certifications; Phase II evaluates technical approach (40%) and past performance (10%) for three to five shortlisted firms. Contract structure, payment type, and amount will be determined through negotiation following award. The contract extends through completion of the preliminary engineering phase and potentially to construction revisions. All solicitation documents are available through registration at https://columbiacountyga.bonfirehub.com.
Opportunity text
**COMPLETE SOLICITATION DOCUMENTS CAN BE OBTAINED BY REGISTERING WITH BONFIRE, COLUMBIA COUNTY'S E-PROCUREMENT PLATFORM, AT HTTPS://COLUMBIACOUNTYGA.BONFIREHUB.COM** The proposed project (Columbia County PI 0021741) consists of widening an approximately 2.4-mile section of North Belair Road (CR 580) from two lanes to three lanes, extending from Evans to Locks Road to SR 28 (Fury's Ferry Road). To improve corridor-wide safety and operational efficiency, the project will feature one mainline travel lane in each direction, a continuous central turning lane, and select right-turn deceleration lanes designed to effectively separate turning movements from through traffic at high-volume side streets. A key component of this corridor modernization is the installation of a shared-use path, which will provide vital multimodal connectivity for cyclists and pedestrians between the Fury's Ferry Road (SR 28) corridor and Evans Town Center. The project scope also encompasses all associated infrastructure and safety upgrades at the CSX railroad crossing. The selected consultant will be responsible for delivering all project phases¿including concept development, field surveys/database establishment, environmental documentation, public involvement support, preliminary construction plans, subsurface utility engineering (SUE), active utility coordination and relocation management (GDOT Chapter 14 compliance), right-of-way plans, and final construction plans¿in strict accordance with current GDOT policies, guidelines, and the Plan Development Process (PDP).
