About this opportunity

Washington State Department of Transportation is soliciting prequalification applications from consultants seeking eligibility to compete for select WSDOT professional-services projects during the period July 1, 2026, through June 30, 2027, with applications accepted continuously through June 30, 2027.

WSDOT encourages applications from disadvantaged, small, minority, veteran, and women-owned consultant firms. Projects awarded from prequalified categories carry a per-agreement ceiling of $2 million including all amendments and supplements unless otherwise noted in category descriptions. Federal Small Business Enterprise and Professional Women-Owned Small Business Enterprise / Veteran-Owned Business goals apply to select projects. WSDOT will review the System for Award Management to ensure principals, affiliates, and subcontractors are not suspended, debarred, or excluded from federally assisted transactions exceeding $25,000. Executive Order 11246 and Department of Transportation Regulations 49 CFR 26 regarding Disadvantaged Business Enterprise apply.

Prequalification spans 27 service categories including Construction Management and Inspection Services, Environmental Services, Geotechnical Services, Structural Engineering Services, Transportation Design, Fish Passage Barrier Correction, Naval Architecture Marine Engineering Services, and WSF Terminal Design and Construction Services. All firms, including sub-consultants, must be prequalified to participate.

Upon acceptance, firms must submit Indirect Cost Rate documentation, labor classification crosswalks, Wage Theft Prevention Contractor Certification, and execute a Master Pricing Agreement. WSDOT A&E agreements require Federal Acquisition Regulation compliance. Following prequalification acceptance, WSDOT may employ a second-tier competitive Request for Additional Information process to select consultants for specific projects, at which time project-specific Statements of Qualifications may be requested and evaluated.

Applicants should submit prequalification applications as PDF files to CSOSubmittals@wsdot.wa.gov with a maximum file size of 20 megabytes per email.
