The project is a construction contract subject to prevailing wage rates as determined by the U.S. Department of Labor (rates as of May 27, 2026).

The scope encompasses installation of ductile iron pipe water mains in sizes 2 to 12 inches; water services; fire hydrant assemblies; wet taps; valve connections; curb stops with boxes; and restoration work including sidewalks, curbs, concrete aprons, and mill-and-overlay paving. Connection to existing facilities and temporary trench restoration are also required. The Municipal Authority is purchasing all water system materials under a separate contract.

Contract duration is 45 consecutive calendar days from Notice to Proceed, with liquidated damages of $500 per calendar day for delays. The contract is evaluated on a lowest-responsible-bidder basis. Bid guaranty of not less than 10 percent of the base bid (certified check or surety bond) is required at submission. Upon award, the successful bidder must provide performance bonds, labor and materials bonds (100 percent of contract price), and maintenance bonds (25 percent of contract price). Insurance requirements include workers' compensation ($500,000 limit), commercial general liability ($1,000,000 per occurrence), automobile liability ($1,000,000), and umbrella coverage ($1,000,000).

Questions are due June 12, 2026 at 9:00 a.m. Site visits are required to familiarize bidders with project conditions.
