About this opportunity
The City of Cheyenne, Wyoming, on behalf of Natrona County, is issuing an Invitation for Bid (IFB) for the 2026 Safe Routes to School project, a comprehensive infrastructure improvement initiative designed to enhance pedestrian safety at Alta Vista School and Davis Elementary School. The project encompasses ADA ramp modifications, school zone device upgrades, and pavement marking enhancements, including the supply and installation of eight solar-powered school zone flashing beacon assemblies, eight rectangular rapid flashing beacon systems, twenty-eight traffic and pedestrian warning signs, six lighted bollards, sidewalk repairs totaling 1,100 square feet, curb and gutter replacement of 140 linear feet, thermoplastic pavement markings (crosswalks and stop bars), detectable warning plates, landscape restoration, and traffic control measures with two message boards. The project specifications mandate particular manufacturers including Pelco for galvanized steel poles, Carmanah for solar power modules, Premark for thermoplastic markings, and either East Jordan Iron Works or Neenah Foundry for detectable warning plates. A mandatory pre-bid meeting is scheduled for April 29, 2026 at 2:00 PM via Zoom, with attendance required for bid eligibility; the deadline for questions is May 4, 2026, addenda responses are due May 5, 2026, and electronic bids must be submitted by May 13, 2026 at 2:00 PM. Contract award is anticipated by June 8, 2026, with Notice to Proceed estimated for June 15, 2026 and final project completion required by December 31, 2026. Bidders must conduct site inspections, submit a bid guarantee equal to five percent of the total bid amount, complete all required forms including bid bond forms and non-collusion affidavits, and provide proof of current Sam.gov registration.
The procurement is subject to federal labor standards and compliance requirements, including Davis-Bacon Act prevailing wage requirements with wage rates ranging from $34.26 to $58.83 per hour plus fringe benefits, Build America Buy America domestic content requirements, and Section 3 employment provisions requiring 25 percent of labor hours be performed by low- and very low-income workers and 5 percent by targeted Section 3 workers. The successful bidder must provide performance and payment bonds equal to 100 percent of the accepted bid within 15 calendar days of award and maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory levels. The contract includes a $20,000 force account contingency for unforeseen conditions and requires compliance with normal working hours of 7:00 a.m. to 6:00 p.m., with restrictions during Cheyenne Frontier Days. The City will withhold five percent retainage throughout the contract term and assess liquidated damages ranging from $250 to $3,500 per calendar day for failure to meet the completion deadline, with a two-year warranty period following substantial completion. While no specific set-asides for disadvantaged enterprises are noted in the procurement documents, all contractors must comply with nondiscrimination laws including the Civil Rights Act and Americans with Disabilities Act, and the specific budget or estimated award value is not disclosed in the available documentation.
