About this opportunity

Clinton Township, a second-class municipality in Butler County, Pennsylvania, is procuring sealed bids for a road construction and paving project encompassing the milling and resurfacing of asphalt pavement across seven township roads: South Noah Drive, Victory Road, Brewer Road, Westminster Road, Sunmine Road, Timber Ridge Road, and Deer Creek Road. The scope of work includes milling 16,562 square yards of existing asphalt surface, placing 2,854 tons of asphalt binder course (19.0mm), 1,500 tons of asphalt wearing course (9.5mm) including 1,464 tons of stone matrix asphalt (SRL-G), placing 702 tons of aggregate shoulder material, and applying 1,756 gallons of asphalt prime coat. Successful contractors must complete all work by August 14, 2026, and must comply with Pennsylvania prevailing wage requirements and the Public Works Employment Verification Act, utilizing E-Verify for employment eligibility. Sealed electronic proposals must be submitted via PennBid at http://pennbid.bonfirehub.com by 1:00 PM on March 11, 2026, with bids to be opened at approximately 3:30 PM the same day. Bidders must submit a certified check or bid bond equal to 10% of the bid amount as a proposal guarantee, and the successful bidder must provide performance and payment bonds each equal to 100% of the contract value within 20 days of award. The project requires Superpave virgin asphalt mix designs exclusively with no recycled asphalt pavement (RAP) mix designs permitted, and contractors are responsible for traffic control, delivery documentation, asphalt compliance certifications, and daily wage rate reporting.

The procurement does not indicate any specific set-aside designations or restrictions limiting eligible bidders to particular enterprise categories, meaning private contractors meeting standard qualifications may compete for the award. Liquidated damages are assessed at $885.00 per calendar day for work not completed by the August 14, 2026 deadline, and the municipality reserves the right to reject any or all proposals and to limit work completion or procure materials as deemed appropriate. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the procurement documents. The bid package does not disclose an estimated contract value or budget range; however, the scope of work involving significant asphalt milling and paving across multiple roads suggests a substantial project value. Bidders are required to submit a notification five working days prior to the project start date, and all work must adhere to the technical specifications and compliance requirements outlined in the township's bid forms and referenced specification documents.
