About this opportunity

The Vermont Department of Environmental Conservation's Solid Waste Program is soliciting proposals for the 2026 Reduce Reuse Pilot Grants program, with proposals due October 16, 2026. The program allocates $40,000 across multiple awards of $3,000 to $10,000 per project to extend product lifecycles through donation, sharing, rescue, reuse, and repair activities, excluding recycling and composting initiatives.

Eligible applicants are businesses, non-profits, solid waste management entities, municipalities, and schools or colleges. Projects must reduce waste in Vermont and be completed within a one-year performance window between December 15, 2026 and December 15, 2027, with specific deliverable deadlines outlined in the Scope of Work.

The program's three core goals are to increase waste reduction through use of durables and repair, build infrastructure supporting widespread adoption of reuse and repair in Vermont, and encourage innovation through testing or expanding new approaches, systems, or technologies that advance those objectives. The grant authority derives from Vermont's 2023 Materials Management Plan and 10 V.S.A. 6604(a)(1)(B), which mandates promotion of the greatest feasible reduction in waste generation.

The State will monitor selected applicants' activities and performance to detect and prevent problems and ensure compliance with grant agreement terms and granting agency requirements. The RFP document (RFP 2026 ReuseVT.pdf) contains the full Scope of Work and deliverable deadlines.

Opportunity text

The Reduce Reuse Pilot Grants are awarded by the Solid Waste Program of the Vermont Department of Environmental Conservation to meet the goals of the 2023 Vermont Materials Management Plan. According to 10 V.S.A. § 6604(a)(1)(B) "The [Vermont solid management waste] plan shall promote…the greatest feasible reduction in the amount of waste generated." The overall generation of waste reflects all materials that Vermonters use and discard-whether through disposal in the trash or through alternatives that divert materials from the trash, such as reuse, repair, recycling, and composting. Goals of this grant program: 1. Increase waste reduction through use of durables, reuse and/or repair. 2. Build infrastructure that supports widespread adoption of reuse and/or repair in Vermont. 3. Encourage innovation through testing or expanding new approaches, systems, or technologies that help achieve the first two goals. The State seeks proposals for projects that reduce waste in Vermont by extending the life of products through donation, sharing, rescue, reuse and/or repair. These grants will provide from $3,000 (minimum) to $10,000 (maximum) to eligible businesses, non-profits, solid waste management entities, municipalities, and schools/colleges for short-term waste reduction projects of one year or less. A total of $40,000 is available for this program. All work is to be completed between December 15, 2026 and December 15, 2027. Specific deliverable deadlines are indicated in the Scope of Work below. The State will monitor Supplier's activities and performance in order to detect and prevent problems, and to ensure compliance with grant agreement terms and granting agency requirements. This grant is not for recycling and composting projects.
