About this opportunity
Clayton County Water Authority (CCWA) in Georgia is requesting bids for the Camp Creek Outfall Replacement—Phase 1 project, a gravity-flow sanitary sewer replacement funded through the Georgia Environmental Finance Authority (GEFA) federally assisted State Revolving Loan Fund, with bids due October 8, 2026 at 3:00 p.m. and mandatory attendance required at the pre-bid meeting and site visit on September 15, 2026 at 10:30 a.m. A local-vendor preference applies where price and service are comparable.
The scope encompasses installation of approximately 14,453 linear feet of new 36-inch and 30-inch gravity-flow sanitary sewer replacing an existing 30-inch gravity-flow sanitary sewer, with multiple reconnections of smaller existing sewers. The contractor must be a licensed utility contractor with experience in sanitary sewer projects. Work must commence within fourteen calendar days of receiving the Notice to Proceed and be completed within 730 calendar days; liquidated damages of $500 per calendar day apply for late completion. The contractor must furnish performance and payment bonds equal to 100% of the contract amount prior to starting work.
Bids must be submitted electronically via Bonfire Portal as lump-sum pricing with unit prices for line items. Bids exceeding $100,000 require a certified check, cashier's check, or bid bond equal to 5% of the bid amount. The CCWA will withhold 10% retainage on monthly progress payments until the contract reaches 50% completion, provided work progress is satisfactory; retainage resumes at 10% if work becomes unsatisfactory or behind schedule after 50% completion.
The contractor must comply with GEFA supplemental general conditions, American Iron and Steel requirements, Georgia Security and Immigration Compliance Act of 2006, and comprehensive risk management insurance including workers' compensation, commercial general liability, automobile liability, and applicable specialized coverage. Award will be made to the lowest responsive responsible bidder based on ability to perform within the timeframe, industry reputation, bid reasonableness, and prior CCWA performance history. Questions are due September 22, 2026 at 3:00 p.m., with answers issued via addendum by September 29, 2026. The pre-bid meeting location is the General Services Building, 9740 Thomas Rd., Jonesboro, Georgia 30238.
