About this opportunity
The State of Oregon Military Department is issuing an Invitation to Bid (ITB) for the 2026 PANG Basewide Electrical Bundle at Portland Air National Guard Base located at 6801 NE Cornfoot Rd., Portland, Oregon 97218. The procurement involves comprehensive electrical infrastructure work including the installation of copper-clad steel grounding rods in communication rooms across 23 buildings and the establishment of electrical and control connections for load bank systems at 12 buildings with generator capacities ranging from 30 to 250 kilowatts. Qualified bidders must be registered with the Oregon Construction Contractors Board (CCB) prior to bid submission and must comply with prevailing wage rate requirements established by the Oregon Bureau of Labor and Industries for Multnomah County, BOLI Region Two. Additionally, all bidders must obtain a Unique Entity Identifier (UEI) number and pass Excluded Parties List System (EPLS) clearance. A mandatory pre-bid conference is scheduled for April 30, 2026, at 9:00 AM Pacific Time at Building 140 in the CES Classroom, with bidder attendance and registration required for bid responsiveness. Bid submissions are due May 21, 2026, at 10:00 AM PT, with the project start scheduled for 30 calendar days after issuance of Notice to Proceed, substantial completion required within 60 calendar days, and final completion within 180 calendar days. Requests for clarification, brand approval, and solicitation protests must be submitted by May 5, 2026, at 1:00 PM PT to Michelle Johnson at michelle.johnson.38@us.af.mil or 503-335-5316. Award will be made to the lowest responsive bid submitted by a responsible offeror, with no liquidated damages applicable to the resulting contract.
The apparent successful bidder must provide performance bonds and payment bonds in the full contract amount, comprehensive insurance coverage including Commercial General Liability with a $1,000,000 minimum per occurrence, Workers' Compensation, and Builder's Risk insurance within seven calendar days of the Intent-to-Award announcement. Bid security of ten percent of the total offer amount is required in the form of a surety bond, certified check, or irrevocable letter of credit. The project is estimated between $25,000 and $50,000 and is federally funded through combined state and federal sources, making it subject to federal contracting requirements and compliance obligations. No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are mentioned in the solicitation documents. No incumbent vendors or current contractors are referenced in the available procurement materials. The project does not appear to require integration with existing infrastructure beyond the electrical systems at the identified buildings on the Air National Guard Base.
