About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations on behalf of the Department of Public Safety for one 2026 or newer Ford-350 All-Wheel Drive custom work van with a high roof, with quotations due August 18, 2026 at 4:00 p.m. Eastern Standard Time via the State's Advantage Vendor Self Service electronic procurement system.

The vehicle must be equipped with a 3.5-liter EcoBoost V6 engine, 10-speed transmission with police-calibrated performance settings, keyless entry with dual fobs, and auxiliary heating and air conditioning for the rear compartment. The interior upfit includes a command center with two workstations featuring desks, lighting, 110-volt power outlets, and USB power supplies; rear shelving with cabinet doors; a driver safety partition with swing door; and heavy-duty wall liner and scuff plate kits. Delivery is to the Maine State Police Garage at 45 Commerce Drive, with immediate-after-order (ARO) timing, and delivery timelines factor into the award decision.

Quotations must be submitted on a best-value basis with evaluation focused on specification compliance, required purposes, delivery timelines, and overall State interests. Cost quotations must include all labor, materials, manufacturing, and delivery costs under FOB-Destination terms and shipping charges to the delivery location. The State is exempt from federal, state, and local taxes. Bid prices must remain valid and binding for 180 days from bid opening. Questions are due no later than 48 hours prior to the closure date through the VSS Q&A system. The resulting contract will be executed as a State of Maine Buyer Purchase Order with net 30 payment terms. The State reserves the right to negotiate with the successful bidder at the same rate, request additional units at the bid price for six months following award, and reject non-compliant bids.
