About this opportunity

The Midpeninsula Regional Open Space District is requesting qualifications for professional biological and environmental consulting services on an on-call basis across its 70,000-acre portfolio, with submissions due October 28, 2026, and anticipated selections by December 1. The District will establish a prequalified consultant list valid for four years and award on-call contracts estimated at approximately $400,000 per consultant.

The scope encompasses biological monitoring, species surveys, biological research, hydrological services, GPS and GIS mapping, CEQA review and biological recommendations, plant and animal pathogen surveys, biological report preparation, and biotic assessments. Work spans San Mateo, Santa Clara, and Santa Cruz counties. Consultants may select specific service categories and species for which to be considered qualified rather than committing to all requested services; the District will select consultants for individual task orders based on qualifications, availability, and best fit.

Hourly labor rates submitted with qualifications will remain applicable for the contract term, subject to annual adjustments not exceeding five percent as calculated by the U.S. Bureau of Labor Statistics Employment Cost Index for Private Industry Workers in the Pacific Census Division. Work is authorized through discrete task orders on an as-needed basis.

Questions are due September 23, 2026, with answers released by September 30. All submittals become the property of the District upon receipt. The District reserves the right to conduct interviews, request additional information, reject any submittals, or re-advertise if responses are unsatisfactory.
