The project scope encompasses full-width milling of existing pavement and bituminous concrete binder and wearing course roadway paving on three primary streets: Betsy Ross Drive (Independence Boulevard to Red Coat Lane), Paul Revere Drive (Independence Boulevard to Red Coat Lane), and East Division Street (Railroad to Spring Street). Bidders must submit proposals on a lump sum and unit price basis with alternate bids as indicated in the Bid Form, with sealed bids due online by 12:00 p.m. local time on March 10, 2026. Contractors must comply with Pennsylvania Prevailing Wage Act 442 minimum wage requirements throughout project duration and adhere to Pennsylvania Department of Transportation Publication 408 and PennDOT Standards for Roadway Construction specifications, including Superpave asphalt mixture design using WMA and Crafco Superflex asphalt cement for joint sealing. All milled materials must be retained by Hanover Township and stockpiled at Sagar's Service Center in Wilkes-Barre, and contractors must contact the Pennsylvania One-Call System not less than three nor more than ten working days prior to work commencement.

The contract documentation indicates that Hanover Township does not discriminate on the basis of race, color, national origin, sex, religion, age, disability, or familial status in employment or service provision, though specific set-aside designations for disadvantaged enterprises or minority-owned businesses are not explicitly detailed in the available procurement materials. No incumbent vendors or current contractors are identified in the project documentation. The procurement does not reference existing infrastructure or technology requiring vendor integration beyond standard roadway construction coordination with emergency service providers including Hanover Township Police, Fire Department, and Ambulance Associations. No specific award value or budget range is disclosed in the available contract opportunity documentation; however, the project is funded through an LSA (Local Safer Streets) Grant, indicating public funding support. Prospective bidders should note that no pre-bid conference has been scheduled, though any changes to this determination or other project modifications will be communicated through addenda posted on the PennBid Program.
