About this opportunity

The City of Kingsland, Georgia is requesting proposals for the 2026 LMIG Supplement Asphalt Resurfacing Project under RFP COK 26-041, with sealed proposals due October 6, 2026 at 2:00 PM to the Finance Department. A local-vendor preference applies to contracts under $100,000, allowing local vendors within 10 percent of the lowest non-local bid to match that price and receive award if terms are equal.

The scope is asphalt resurfacing on ten designated city roads and streets totaling approximately 1.79 miles — Solomon Lee Street, Soncel Drive, North Camden Street, South Island Street, Woodlawn Court, Meadow Court, Teresa Court, West Maple Avenue, West Peach Avenue, and Canal Street. Work includes 1.5-inch overlay of 0.95 asphalt with smooth transitions at driveways and side streets, tack application, thermoplastic striping with reflective beads, traffic control, and contractor installation of manhole and valve extension rings provided by the City. The City will complete backfill of new pavement. Contract work must be completed within 180 days following written Notice to Proceed, with potential extensions approved by the City for delays beyond the contractor's control. Liquidated damages are assessed at $300 per calendar day for work not completed by the deadline.

Bidders must submit one original and two copies of all required documents, including current Certificate of Insurance with minimum $1,000,000 coverage, signed W-9 form, notarized E-Verify affidavit, itemized project cost sheet, bid bond equal to 5 percent of the base bid, and performance and payment bonds equal to 100 percent of the contract price. Pricing must exclude sales tax. Payment is made within 30 days of project completion and City acceptance. Award is made to the most responsible, responsive bidder whose submission conforms to the solicitation and is most advantageous to the City, considering price, equipment quality, specification conformity, and warranty. Proposals remain valid for a minimum of 90 calendar days from receipt, and no bid may be withdrawn within 60 days of opening. The agreement becomes effective upon contract execution, receipt of all required documents, and approval by Kingsland City Council. All contractors must comply with Title VI nondiscrimination requirements and applicable state and federal law.
