About this opportunity

The City of Kingsland, Georgia is requesting proposals for 2026 LMIG Supplement asphalt resurfacing on ten designated city roads and streets (RFP #COK 26-041), with sealed proposals due October 6, 2026 at 2:00 p.m. to the Finance Department, Attn: Hannah Smith, Purchasing Director. A local-vendor preference applies to purchases under $100,000, permitting a local vendor to match the lowest non-local bid if within 10% of that price.

The scope includes a 1.5-inch overlay of 0.95 asphalt with tack application, thermoplastic striping with reflective beads, traffic control, installation of City-provided manhole and valve extension rings at time of paving, and smooth transitions at driveways and side streets. Striping must match existing layouts including railroad crossings, stop bars, crosswalks, and long lines unless noted otherwise. Work must be completed within 180 calendar days following written Notice to Proceed. The bid opening will occur at City Hall Council Chambers, 107 South Lee Street, Kingsland, Georgia.

Bidders must submit one original and two copies of required documents: Certificate of Insurance, signed W-9, notarized E-Verify Contractor Affidavit, City Business License, itemized cost sheet, and a 5% Bid Bond. Minimum insurance is $1,000,000 for workers' compensation and liability coverage. A Performance and Payment Bond equal to 100% of the contract price is required before Notice to Proceed. Payment is made within thirty days of project completion and City acceptance. Liquidated damages are assessed at $300 per calendar day for work not completed by the deadline. Award is made to the most responsible, responsive bidder based on price and other factors including equipment quality, specification conformity, and warranty. No pre-proposal meeting will be held.
