About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for eight 2026 Honda Fourtrax Rancher 4x4 all-terrain vehicles for the Kentucky State Police Cannabis Suppression Branch under RFB 758 2600000621, with bids due June 16, 2026 at 1:30 p.m. ET. Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities may receive additional preference points of up to 20 percent or 15 percent respectively.

Vehicles must be Model TRX420FM1 with a 420cc liquid-cooled four-stroke engine, five-speed manual transmission with reverse, independent double-wishbone front suspension, dual 190mm front disc brakes, and 848-pound towing capacity. Each unit includes a one-year transferable limited warranty. Preferred color is Forest Green or Dark Green. All vehicles must be delivered to the KSP Cannabis Suppression Branch at Bluegrass Station, Building 30, in Lexington, Kentucky, no later than September 30, 2026. The delivery location has no loading dock available.

Pricing is evaluated on a best value basis using a 90-point price component (lowest bidder receives maximum points, others scored proportionally) and 10-point delivery-time component (measured in working days). All quoted prices must be F.O.B. Destination Freight Prepaid and Allowed, inclusive of shipping and delivery charges, and exclude Federal Excise Tax and Kentucky Sales or Use Tax. Prices must remain valid for 60 calendar days after the bid due date. Vendors must submit proof of Commercial General Liability Insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits prior to award, plus $1,000,000 combined single limit Automobile Liability Insurance if providing delivery. Late delivery results in a 1 percent daily deduction from invoices for each day of delay. Written questions are due June 4, 2026 at 10:00 a.m. ET. All bids must be submitted electronically through the Commonwealth's eProcurement system; paper bids are not acceptable. Vendors must bid all eight units on a "Group All" basis to avoid non-responsive determination.
