About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation is requesting quotes for chemical cut-stump herbicide treatment of invasive woody shrubs at Harriet Hollister Spencer State Recreation Area, with quotes due September 16, 2026, and a pre-bid site visit scheduled for September 3, 2026.

Bidders must hold valid New York State Department of Environmental Conservation commercial pesticide applicator certification in Categories 2 (Forestry), 3A (Ornamental and Turf), and/or 6A (Right-of-Way), and must maintain commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million general aggregate. No MWBE set-asides or prevailing wage requirements apply.

The scope covers cut-stump treatment of approximately 45.34 acres of invasive species including bush honeysuckles, Japanese barberry, autumn olive, and multiflora rose in the Wetmore treatment area at Harriet Hollister Spencer SRA in Ontario County. Treatment must occur between October 1, 2026, and February 28, 2027, with October through November preferred for optimal herbicide translocation. The performance standard is approximately 80% reduction in target invasive shrub stem density within treated areas. Pricing must be submitted on a per-acre basis, all-inclusive of salaries, equipment, supplies, travel, and accommodations. Responses exceeding $15,000 require submission of lobbying law compliance, non-collusive bidding certification, and gender-based violence workplace policy certifications.

This is a one-time service contract with no identified incumbent. Award will be made to the responsive, responsible, and qualified bidder offering the lowest quote meeting all specifications. Vendor questions are due September 9, 2026, at 5:00 PM ET, with responses provided by September 11, 2026. Contact Charlie Ippolito, Finger Lakes Regional Biologist, at Charlie.Ippolito@parks.ny.gov or 585-750-8943.
