The City of Cleveland applies mandatory OEO (Office of Equal Opportunity) participation goals to all contracts exceeding $50,000. For professional services, certified Cleveland Area Small Business (CSB), Minority Business Enterprise (MBE), and Female Business Enterprise (FBE) subcontractor participation of 10% is required. Five percent bid discounts apply to certified MBEs and FBEs, and five percent evaluation credits apply in proposal-based selections. Local Producer Enterprises (LPEs) and Sustainable Businesses (SUBEs) receive two percent bid discounts and evaluation credits. All certified subcontractors must be registered in the City's B2Gnow certification system prior to bid opening. Contractors must file OEO Schedules 1–4 (Project Contact Information, Certified Subcontractor Participation Commitment, Schedule of Subcontractor Participation, and CSB/MBE/FBE Unavailability Certification) as mandatory submission requirements.

The scope encompasses materials testing, bridge design and inspections, retaining wall design and inspection, slope stabilization, basic traffic signal design, preliminary engineering activities, environmental services, right-of-way plans and acquisition, bicycle pedestrian facility design, and roadway design to supplement City staff. No pre-bid meeting or site visit is scheduled. The City reserves the right to reject any or all proposals, waive irregularities, or pursue alternative procurement methods. The Director may modify or amend any RFP provision at sole discretion.
