About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting quotes for chemical herbicide treatment of Japanese knotweed at Fair Haven Beach State Park in Cayuga County, with quotes due June 24, 2026, and optional site visits on June 15 and June 17.

All applicators must hold valid NYSDEC Commercial Pesticide Applicator Certification in categories 3A or 5A, with Category 5A required for work within or adjacent to wetland areas — the key capability filter. Bidders must submit proof of contractor registration under New York Labor Law Article 8 prior to bidding. Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, along with proof of Workers' Compensation and Disability Benefits Insurance, is required.

The scope covers chemical treatment of approximately 5.85 acres of Japanese knotweed scattered across the park using glyphosate-based aquatic-approved herbicides such as Rodeo, Aquamaster, or equivalent products. Treatment includes foliar application on 4.06 terrestrial acres and stem injection or foliar application on a 1.79-acre northeast wetland polygon depending on site conditions. Treatment must occur between August 15 and September 30, 2026, timed to coincide with flowering and prior to viable seed set. NYS Parks staff will complete mechanical pre-treatment of terrestrial areas in June. The bid must be all-inclusive of salaries, equipment, supplies, travel mileage, and accommodation. Pricing is submitted on a per-acre basis for the total 5.85 acres.

This is a one-time service with no renewal options. Award will be made to the lowest responsive and responsible bidder. The project is funded through a National Fish and Wildlife Foundation agreement with the U.S. Fish and Wildlife Service and is subject to federal Buy America provisions requiring domestic production of all materials. Vendor questions are due June 19, 2026, at 5:00 p.m. ET. Responses must remain valid for at least 90 days.
