About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for printing Aquatic Invasive Species awareness signage for the Department of Environment, Great Lakes, and Energy (EGLE) Frogbit campaign, with bids due July 2, 2026. Vendors must be prequalified with the State of Michigan Print & Mail Management (PMM) division before bids will be considered; prequalification takes approximately one week.

The scope is production of educational signs in one of three quantity options (25, 35, or 50 units), each measuring 13 inches by 18.5 inches finished size, printed on 3mm aluminum DIBOND with 4-color process printing and UV gloss lamination. All inks must be UV resistant and formulated for outdoor weather exposure. Delivery is required within 15 to 20 business days following proof approval. Signs are shipped carton-packed to Bradley M. Schumann, Print Consultant, at the General Services Building in Dimondale, Michigan, on an F.O.B. Destination, prepaid basis. Electronic PDF proofs require approval prior to production.

Award is based on best price and value rather than lowest bid alone. The State reserves the right to reject bids from vendors with past quality concerns or inability to meet specifications. Vendors must submit detailed cost estimates with their bids; bids without detailed estimates will not be evaluated. All bids must be submitted online. Invoices are due within 45 calendar days of receipt or final acceptance. Standard Michigan contract terms apply, including nondiscrimination provisions, prevailing wage compliance where applicable, indemnification, intellectual property assignment to the State, and four-year record retention. No underruns are permitted; overruns are at vendor expense. All materials become State property.
