About this opportunity

Milwaukee County's Department of Administrative Services, Economic Development and Real Estate Services Division is conducting an Invitation to Bid (ITB) for the purchase of a tax foreclosure residential property located at 2026 E Leroy Avenue, Saint Francis, Wisconsin. The appraised value of the property is $210,000, and sealed bids must be submitted by May 4, 2026, at 2:00 P.M. CT through either electronic submission via the Milwaukee County Bonfire portal or hand delivery to the Milwaukee County Clerk's Office at 901 North 9th Street, Room 105, Milwaukee, Wisconsin 53233. Bids will be opened publicly on the submission deadline at 2:00 p.m. CT, with the Economic Development and Real Estate Services Director evaluating all bids within one week of the public opening. Property showings can be scheduled through the Aligned Showings platform for licensed buyer's agents or by direct contact with the project manager. Minimum bid requirements mandate that all offers meet or exceed the appraised value of $210,000, and a 10% earnest money deposit is required with all bids. Evaluation criteria include bid amount, intended property use, bidder qualifications, owner-occupant status, and first-time homebuyer status, with the County reserving the right to reject any or all bids. The successful bidder must close within 30 days of signed acceptance of the offer, with the property conveyed as-is via quit claim deed without title insurance or warranties.

Bidders are subject to significant eligibility restrictions and must comply with a Buyer Affidavit of Compliance establishing seven primary conditions: no delinquent real estate or personal property taxes within Milwaukee County municipalities; no open building or health code violations on owned properties; no convictions for violating neighborhood services, building inspection, or health department orders within the past twelve months; no felony convictions affecting property or neighborhood stability or safety; no outstanding judgments owed to Milwaukee County or its municipalities; no current or former employment with Milwaukee County except as disclosed; and no familial, personal, or professional relationships with County employees except as disclosed. The County will not consider bids from individuals with delinquent taxes, code violations, outstanding judgments, or prior County tax foreclosures within five years, or County employees involved in the foreclosure process. Additionally, prospective buyers may receive evaluation preferences if they qualify as owner-occupants or first-time homebuyers, or if they indicate plans for property rehabilitation, rent-to-own programs, or community benefit activities. Buyers are responsible for all purchase year property taxes without proration, brokerage fees not exceeding the greater of 2% or $1,000, recording costs, and any potential municipal fees, personal property removal, delinquent utilities, zoning change costs, code compliance repairs, and outstanding homeowner association fees. The award value will be established through the bidding process with a minimum threshold of $210,000.
