About this opportunity

Nesquehoning Borough in Carbon County, Pennsylvania is seeking proposals for the collection, transportation, and disposal of municipal sludge through a one-year contract spanning January 1, 2026 to December 31, 2026. The procurement will be conducted via the PennBid Program, with bids due by 10:00 A.M. on November 17, 2025, and contract award anticipated at the borough council meeting on November 19, 2025. The project involves hauling approximately 450,000 gallons of liquid municipal sludge from the Nesquehoning Borough Wastewater Treatment Plant, with bi-monthly hauling intervals. Bidders must demonstrate a minimum of 5 years of documented municipal sludge hauling experience and provide a 10% bid security. Key requirements include providing all necessary equipment, obtaining required permits, and disposing of sludge with solids ranging from 1% to 4%. Contractors must submit a comprehensive traffic routing plan and emergency spill response plan, and at least 50% of the work must be performed by the prime bidder's own workforce. Questions are restricted to submission through PennBid by November 12, 2025, with no pre-bid meeting or site visit scheduled.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Invoicing will occur monthly, with payment due within 45 days of service completion. While specific budget ranges are not detailed in the documentation, the estimated volume of 450,000 gallons suggests a significant municipal service contract. The owner reserves the right to reject any or all bids, or portions thereof, and to waive any immaterial defects in the bidding process. Interested contractors will need to demonstrate substantial experience in municipal sludge management, with robust capabilities for equipment, permitting, and environmental compliance. The contract appears to be a straightforward municipal service procurement without complex integration requirements or mention of incumbent vendors. Potential bidders should carefully review the full solicitation documents available on the PennBid platform to ensure complete understanding of the technical and administrative requirements.
