About this opportunity
The City of Brookhaven, Georgia (referenced as Brooklet City), through its Department of Public Works, is procuring professional services for a comprehensive 2026 Citywide Pavement Condition Assessment via Request for Proposal (RFP 26-102). The procurement seeks a highly qualified firm to conduct field collection of pavement condition data in accordance with ASTM D6433 standards, measure the International Roughness Index (IRI) per ASTM E950/E1364, perform steady-state pavement deflection testing per ASTM D4695, and develop a GIS-based Pavement Management System (PMS) with comprehensive geodatabase attributes for all road segments citywide. Key deliverables include a 5-to-7-year pavement management plan report, a 95 percent confidence level assessment covering the entire road network, and an early-stage list of recommended rehabilitation road segments. The selected vendor must demonstrate expertise in Asset Life-Cycle Management PMS systems, modern GIS data visualization, and integration capability with the City's CityWorks v23.x asset management platform. Evaluation criteria include cover letter compliance (pass/fail), executive summary (10 points), project team and firm differentiators (22.5 points), work plan (22.5 points), references (30 points), and cost proposal (15 points), for a maximum of 100 points. A pre-proposal meeting is scheduled for Tuesday, April 7, 2026, at 2:00 PM EST via Microsoft Teams, with written questions due by Friday, April 10, 2026, at 3:30 PM EST, and proposals must be submitted through the Bonfire Portal by Wednesday, April 22, 2026, at 3:30 PM EST. The contract period extends for the duration of the project with potential renewal for four additional twelve-month terms under identical terms and conditions.
The RFP does not explicitly identify set-aside designations or restrictions limiting responding organizations to disadvantaged enterprises or minority-owned businesses. No incumbent vendors or current contractors are identified in the procurement documentation. The selected service provider must integrate with the City's existing CityWorks v23.x asset management platform and deliver data compatible with modern GIS environments. Required insurance includes Professional Liability coverage of at least one million dollars per claim and Commercial General Liability insurance of one million dollars combined single limit per occurrence, with the City named as an additional insured. All contractors must comply with Georgia's Security and Immigration Compliance Act (O.C.G.A. 13-10-91), the Drug-free Workplace Act, and applicable federal, state, and local regulations. The RFP specifies that cost proposals must be submitted separately with pricing organized by significant project milestones including database development, pavement condition surveys, PCI development, work area aggregation, draft and final reports, and GIS/PMS development, with loaded labor rates by project role provided on a not-to-exceed basis; however, no specific budget range or award value is disclosed in the available procurement documentation.
Opportunity text
The Department of Public Works manages the City's Paving Program, which operates on a rolling three-year cycle. In addition to paving, the City updates its Pavement Management System (PMS): inventory; assessments, including the Pavement Condition Index (PCI); rehabilitation costs; prioritization; and schedule every three years. During the last three evaluation cycles, Public Works used a spreadsheet driven data management system, which is highly technical and is ill-suited for public display and discussion. This approach also limits flexibility for life-cycle management, geographically based (Council District) alternatives consideration, and executive-level / resident level conditions-based presentation and visualization of the conditions of City streets. It also limits our ability to track trends in the PCI following annual rehabilitation work. For this Pavement Evaluation Cycle, the City intends to engage the services of a highly qualified and recommended firm to collect current pavement condition data; calculate appropriate condition index scores; provide a GIS-based PMS which allows a shift to a more proactive life-cycle management-based environment; and from that PMS deliver a 5-year to 7-year Pavement Management plan report.
