About this opportunity

The City of Cleveland is soliciting proposals for 2026 Capital Infrastructure Professional Services, with proposals due July 29, 2026. This is a professional services contract subject to the City's equal opportunity and participation requirements, including mandatory OEO Schedules and subcontractor participation goals.

Selected firms will manage, monitor, inspect, report on, and ensure compliance for public and private infrastructure work projects, verifying alignment with approved contract documents and City standards and ensuring quality throughout execution. Submission of a Vendor ID Form is a prerequisite for participation.

The City of Cleveland's Mayor's Office of Equal Opportunity establishes binding participation and pricing requirements for all contracts exceeding $50,000 under the Cleveland Area Business Code. Professional services contracts carry a standard subcontractor participation goal of 10 percent, though this may be adjusted per project. Certified MBE/FBE prime contractors and CSB prime contractors receive a 5% bid discount; additional 5% discounts apply to MBE/FBE and CSB subcontracting portions on public improvement contracts. LPEs and SUBEs receive 2% bid discounts and evaluation credits. Proposers must submit four required OEO Schedules: Project Contact Information Form, Certified MBE/FBE/CSB Subcontractor Participation Commitment, Schedule of Subcontractor Participation, and CSB/MBE/FBE Unavailability/Impracticality Certification. All contractors must comply with equal opportunity employment clauses, file affirmative action programs within 60 days of contract execution, and report monthly payments to subcontractors through the B2Gnow compliance monitoring system. The City reserves the right to reject proposals with incomplete OEO Schedules or insufficient good faith efforts to meet participation goals.

Firms must complete and submit the Non-Compliance Form, Vendor ID Form, and Form W-9 along with proposals. The procurement documents are attached.
