About this opportunity

The City of Greenwood Village, Colorado is requesting bids for the 2026 Brookside and Belleview Drainage Improvements Project, an IFB for construction services with bids due September 25, 2026 at 2:00 p.m. via the Rocky Mountain E-Purchasing System.

Colorado labor must comprise at least 80 percent of each type or class of skilled and common labor — a binding statewide labor preference that filters qualification.

The scope encompasses removal and replacement of curb and gutter (409 linear feet), mill and overlay of asphalt pavement on Belleview Avenue (1,319 square yards of removal; 751 tons of hot mix asphalt placement), reset of existing infrastructure including manhole covers, water valves, CATV risers, and irrigation structures, concrete paving (14 cubic yards), thermoplastic pavement markings, landscaping (60 daylilies), construction surveying, and traffic control. The contractor must maintain on-site superintendent and 24/7 emergency contact availability. Environmental compliance includes Colorado Discharge Permit System Stormwater Management Plan adherence, erosion and sediment control maintenance until 70 percent vegetative cover is established, and compliance with the Greenwood Village Drainage Criteria Manual and Construction Site Management Manual.

The Notice to Proceed is expected by October 31, 2026, with substantial completion required within 60 days of NTP and final completion within 10 days thereafter. The City reserves the right to reject any and all bids; award goes to the lowest responsible and responsive bidder.

Bidders must submit a 5 percent bid bond (certified check, cashier's check, or corporate surety bond) for bids exceeding $50,000 and a complete subcontractor list. The successful contractor must provide performance and payment bonds, each equal to the full contract price, remaining in effect for two years after final completion. Insurance requirements include a minimum combined single limit of $1 million per occurrence for bodily injury or death and $600,000 for property damage. General warranty runs two years from final completion. Progress payments are made at 95 percent of work completed until 50 percent of total work is finished, with no additional retainage thereafter.
