About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) Finger Lakes Developmental Disabilities Services Office is soliciting quotes for rehabilitation of the Bar Screen Building at the Westfall Campus in Rochester, New York, with quotes due August 28, 2026 and a mandatory site visit on August 10, 2026 at 10:00 a.m. This procurement is set aside for MWBE, SDVOB, or NYS Small Business contractors — attendance at the site visit is mandatory to qualify for quote submission.

The procurement carries two parallel opportunity postings with identical scope and documents but different eligibility and budget parameters: one for MWBE or SDVOB vendors with a discretionary range of $50,000 to $1.5 million, and a second for NYS Small Business or Recycled Tech vendors with a discretionary range of $50,000 to $500,000. Only one award will be issued based on the vendor's certified status.

The scope encompasses rehabilitation of the existing Bar Screen Building at 620 Westfall Road, Rochester, NY 14620. Addendum 1 specifies that the contractor must provide all equipment necessary for bypassing the sewer to the Bar Screen Building for the duration of the project; OPWDD will barricade the road to restrict traffic during construction.

All contractors and subcontractors must register with the New York State Department of Labor and submit a Certificate of Contractor Registration at bid submission for any Article 8 Project. A signed copy of Addendum 1 must be received with the proposal or within three business days of request; failure to submit results in bid disqualification. Questions regarding scope and project site should be submitted in writing to Jeremy Bovenzi, Plant Superintendent, at (585) 445-4192 or jeremy.m.bovenzi@opwdd.ny.gov, or Geoffrey Miller, Maintenance Supervisor 3, at (315) 604-1430 or geoffrey.e.miller@opwdd.ny.gov. The Contract Management Unit can be reached at 845-877-6824, extension 3005, or eny.nyc.li.contracthub@opwdd.ny.gov.
