About this opportunity

The Vermont Department of Environmental Conservation (VTDEC) is soliciting applications for the 2026 Aquatic Nuisance Control Grant-In-Aid (ANC GIA) Program through its Lakes and Ponds Management and Protection Program. This procurement opportunity is specifically targeting municipalities and state agencies within Washington County, with a focus on Newport Center CDP, to support environmental stewardship projects addressing aquatic nuisances. The program seeks proposals for three distinct project categories: Greeter Projects, Management Projects, and Scientific Survey Projects, all aimed at controlling undesirable or excessive aquatic substances that interfere with recreational potential or aquatic habitat. The program is authorized under 10 V.S.A. 1458, which allows state and local entities to apply for funding to assist with aquatic nuisance control. Key objectives include protecting, maintaining, enhancing, and restoring Vermont lake ecosystems by mitigating the impact of invasive species, plants, animals, and algal populations. The proposal submission deadline is January 30, 2026, with the opportunity initially posted on December 18, 2025.

While specific details about set-aside designations are not explicitly outlined in the available documentation, the program appears designed to support local and state environmental management efforts. The procurement seems open to a broad range of municipal and state agencies interested in aquatic ecosystem management. No incumbent vendors or specific integration requirements were mentioned in the provided materials. Though the exact award values are not specified, the Grant-In-Aid Program is structured to provide financial assistance for eligible aquatic nuisance control projects. The program is administered by the Aquatic Invasive Species Program within the Lakes and Ponds Program, suggesting potential technical and administrative support for applicants. Interested entities should directly contact the Vermont Department of Environmental Conservation for precise funding ranges, comprehensive eligibility criteria, and detailed project requirements, as the referenced RFP document (2026rfpANC.pdf) was unavailable for complete review.

Opportunity text

The Vermont Department of Environmental Conservation (VTDEC) Lakes and Ponds Management and Protection Program (Lakes and Ponds Program) works to protect, maintain, enhance, and restore Vermont lakes and the public uses that healthy lake ecosystems provide. The Aquatic Invasive Species Program within the Lakes and Ponds Program coordinates management activities associated with both aquatic invasive and nuisance species; works with local, state, and federal partners to obtain and provide funds for control projects; and provides education and outreach to reduce the threat and spread of aquatic invasive species. An "aquatic nuisance" is an undesirable or excessive substance or population that interferes with the recreational potential or aquatic habitat of a waterbody, and includes plants, animals, and algal populations. 10 V.S.A. § 1458 allows a municipality or agency of the State to apply to the Agency of Natural Resources for funding to assist with control of aquatic nuisances. The Aquatic Invasive Species Program administers the Aquatic Nuisance Control (ANC) Grant-in-Aid (GIA) Program to provide financial assistance for eligible projects. Aquatic nuisance species environmental stewardship projects fall into three categories: Greeter Projects, Management Projects, and Scientific Survey Projects.
