About this opportunity
The City of Covington, Georgia is requesting sealed bids for five pad-mount transformers under IFB 2026-25, with bids due October 14, 2026 at 10:00 a.m. at the Covington Utility Complex. A local-vendor preference applies: in the event of a tie bid, preference is given first to in-city vendors, then in-state vendors, then the vendor with the lesser total dollar volume.
The scope comprises five dead-front, loop-feed pad-mount transformers with specified voltage and amperage configurations: two 2000 KVA units at 480Y/277 voltage, two 1500 KVA units at 480Y/277 voltage, and one 750 KVA unit at 208/120 voltage. All units must be equipped with 200A Wells/25 KV HV bushings, 12-hole DV switch bayonet fusing, and appropriate LV bushings per specification. Bidders must provide unit pricing for each transformer category and a grand total for all five units, along with an estimated delivery date. Submissions require two hard copies and one USB flash drive copy.
Award will be made to the lowest responsive and responsible bidder based on quality, specification conformance, suitability to City requirements, and delivery terms. The City reserves the right to reject any or all bids, award to single or multiple bidders, or award portions of the bid as deemed in its best interest. The bid packet includes provisions allowing other Newton County public agencies participating in the Newton County Shared Cost Initiative to purchase identical items at the same price and terms. The City is exempt from federal excise tax and Georgia sales tax. Technical questions should be directed to Nathan Roper at nroper@cityofcovington.org. Sealed bids must be received by Scott Cromer at 11631 Highway 142, Covington, GA 30014.
