The Prime Contractor must hold a Louisiana Contractor's License under Revised Statutes Chapter 24, Title 37, and display the license number on the sealed bid envelope. Contractors submitting bids of $50,000 or more must be licensed. The award will be made to the lowest responsible and responsive bidder under Louisiana law. Bidders may not withdraw bids for at least 45 days after the scheduled opening. The apparent low bidder must submit subcontractor names, license numbers, and qualification documentation within ten calendar days of bid opening.

A non-mandatory pre-bid conference is scheduled for August 11, 2026 at 10:00 a.m. at Rayne City Hall. Contract documents are available for examination at Mader Engineering, Inc., 1245 S. College Road, Building 1, Lafayette, Louisiana, or through Central Auction House.
