About this opportunity

The City of Covington, Georgia is requesting sealed bids for the Green Acres Water Main Replacement project (Bid Number 2026-13), with bids due August 20, 2026 at 10:00 a.m. at Covington City Hall and public opening at 2116 Stallings Street, Covington, Georgia 30014.

The scope consists of installing 6,460 linear feet of 8-inch ductile iron water main and 480 linear feet of 6-inch ductile iron water main throughout the Green Acres residential subdivision in Newton County; constructing twenty new fire hydrant assemblies with associated appurtenances; transferring existing water services to the new distribution system; abandoning obsolete water infrastructure by cutting, capping, and grout-filling water mains under roadways; and restoring disturbed areas including 6,120 square yards of concrete pavement replacement and 485 linear feet of concrete curb and gutter replacement. The project encompasses 42.5 acres with 1.8 acres of disturbed area. The contractor is responsible for dewatering, material disposal, traffic control, equipment staging, utility coordination, and NPDES permit compliance including turbidity sampling after rain events of 0.5 inches or greater. Contractor-provided certified personnel must conduct inspections at least twice weekly. The contractor must provide before-and-after videos documenting road conditions, secure repair bonds as required by respective road departments, and submit as-built drawings with survey-grade GPS coordinates upon completion.

Substantial completion is required within 150 consecutive calendar days and final completion within 180 consecutive calendar days from the Notice to Proceed. The construction schedule runs July 1, 2026 through April 1, 2027. Liquidated damages of $500 per day apply for delays beyond contract completion time.

Bidders must hold a Georgia Utility Contractor License Number affixed to the bid envelope; failure to do so results in the bid not being opened. A 10 percent bid bond or certified cashier's check, non-collusion affidavit, E-Verify documentation for the contractor and all subcontractors, corporate certificate, bidder's qualifications statement, and pre-award oath are required. The successful bidder must execute the contract and deliver performance and payment bonds each in the amount of 100 percent of the total contract price within fifteen days of Notice of Award. Bidding documents are available for a non-refundable $200 fee from GWES LLC. A non-mandatory pre-bid meeting is scheduled for August 6, 2026 at 10:00 a.m. at the Covington Water and Sewer Department. Project contact is Robert Barber, Water and Sewer Manager, (678) 414-1434.
