About this opportunity

The Board of County Commissioners of Calvert County, Maryland is requesting proposals for utility work services for special projects, including emergency repairs and scheduled construction, with proposals due December 23, 2026 by 2:30 p.m. and a mandatory pre-bid meeting on December 9, 2025 at 9:00 a.m.

The scope encompasses labor, materials, equipment, and supervision for water and sewer main installation and repair, water and sewer infrastructure installation and repair, water and sewer equipment installation, grading and stabilization, and other Department of Public Works projects performed throughout Calvert County. Work is organized into two service categories—emergency repairs and scheduled construction—with unit-price structures across four pricing categories: contractor-owned or leased equipment only; contractor-owned or leased equipment with operator; labor and equipment (including foreman, operators, skilled utility workers, laborers, flagging operations, and licensed master plumbers); and materials and tools. The contractor must perform at least 51 percent of work itself if subcontracting is utilized.

The contractor must be available for on-call emergency services 24 hours per day, 365 days per year, with a one-hour response requirement from initial contact and a two-hour arrival requirement at the work site unless otherwise directed. Scheduled construction work is limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, within Calvert County rights-of-way; work in Maryland Department of Transportation State Highway Administration rights-of-way must comply with applicable permits. No Sunday or holiday work is permitted without prior written approval, except for emergency repairs.

For projects exceeding $250,000, the contractor must provide Labor and Materialmen's Bonds and Performance Bonds each equal to 100 percent of contract project value, plus a Maintenance Bond of 10 percent for two years following project acceptance. Emergency repair bonds may be required at the Project Manager's discretion. The contractor must designate an authorized representative with complete authority to act on its behalf. Proposals remain binding for 160 calendar days following submission. Questions are due December 4, 2025 at 2:30 p.m., with final questions due December 9, 2025 at 4:30 p.m. Calvert County is tax-exempt; prices must exclude Federal and Maryland State Taxes.
