About this opportunity

The Eastern Shore of Virginia Broadband Authority (ESVBA) is requesting bids for Ciena core transport gear to augment backbone infrastructure as part of BEAD deployment in Accomack and Northampton counties, with bids due October 14, 2026 at 2:00 p.m. EST and clarification questions due October 2, 2026. Buy American and Build America (BABA) compliance is mandatory; bidders must certify domestic sourcing and manufacturing of all products and materials or face bid rejection.

The scope includes six Ciena 8112 units with DC power supplies, three Ciena 8114 units with specified configurations, multiple 100G optical transceivers at varying distances (10 km, 40 km, and 80 km), software licenses for base operating system and security functions, and three-year managed support packages for both unit types. All cybersecurity and supply chain risk management requirements under Addendum 2 apply: bidders must comply with NIST SP 800-53 technical controls, complete security questionnaires, provide certificates of eligibility from the International Trade Administration Consolidated Screening List, disclose any Foreign Ownership, Control, and Influence (FOCI), submit bills of materials for third-party components, and confirm data encryption and end-of-life data erasure procedures meeting Department of Defense standards. Award is contingent upon vetting by the ESVBA Cybersecurity and Supply Chain Risk Management Team and legal review.

The anticipated result is up to four purchase orders. The contract term is one year with renewal potential through up to five successive one-year periods; renewal prices are not to exceed original contract price adjusted by the percentage change in the US City Average Consumer Price Index. Equipment availability and timely delivery are major evaluation considerations. Bidders must register in eVA and are subject to vendor transaction fees of 1 percent, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. Bid pricing must be FOB Destination, and bids remain binding for 60 calendar days following bid opening. Desired delivery is 120 calendar days after receipt of order, though alternative schedules may be proposed.
