About this opportunity

The Columbia Judicial Circuit Felony Accountability Court Program is seeking a treatment provider for its multi-track intervention model targeting substance abuse and mental health rehabilitation. This Request for Proposal (RFP 2025034-RFP1212) seeks a comprehensive treatment provider to support three specific tracks: one for substance-abusing offenders with alcohol and drug addiction, another for offenders with documented mental health diagnoses, and a third for Veterans with substance use and/or mental health disorders, all of whom are charged with felonies in Columbia County. The primary objectives include reducing recidivism through enhanced supervision, treatment, and individual accountability. The RFP was posted on August 13, 2025, with proposals due by September 11, 2025. While specific evaluation criteria are not fully detailed in the provided documents, the procurement appears to require robust treatment expertise, comprehensive intervention strategies, and the ability to work closely with judicial oversight. Potential respondents should carefully review the Request for Proposal document and associated addendums to understand the full scope of required services and submission requirements.

The RFP does not explicitly indicate specific set-aside designations or restrictions on respondent types. The attached documents include a draft service contract, non-collusion affidavit, and two addendums, suggesting a standard procurement process for a treatment service provider. No incumbent vendors or current contractors are mentioned in the available documentation. The procurement appears to be open to qualified treatment organizations with demonstrated expertise in substance abuse and mental health intervention for offender populations. While no specific budget range is provided in the available documents, the comprehensive nature of the program suggests a significant potential contract value. Interested providers should thoroughly review the Request for Proposal document (3-1 - Request for Proposal Document.pdf) to understand the full technical and programmatic requirements for delivering treatment services to the Accountability Court Program.
