About this opportunity
The Columbia County Board of Commissioners (CCBOC) is seeking engineering services for the Wrightsboro Road Widening Project (PI #0008348), issuing a Request for Qualifications (RFQ #2025007-RFQ2911) to identify qualified firms for a multi-phase, project-specific contract. The project involves widening approximately 4.1 miles of Wrightsboro Road from Jimmie Dyess Pkwy (SR 383) to Horizon South Pkwy (SR388), expanding the roadway from two to three lanes with sidewalks on both sides. Required deliverables include concept development, field surveys, environmental documentation, preliminary and final construction plans, and right of way plans. Qualification packages are due March 6, 2025, by 12:00:00 PM ET through the Bonfire e-procurement platform, with a two-phase selection process involving initial qualifications review and technical approach evaluation of shortlisted firms. The prime consultant must be prequalified in specific Georgia Department of Transportation (GDOT) area classes, including rural/urban and urban roadway design, and the team must collectively meet qualifications across 27 additional specialty areas.
The procurement includes a focus on Disadvantaged Business Enterprise (DBE) participation, with GDOT adopting a 15% overall annual goal for federally funded projects, though this is not a fixed quota. The contract will remain in effect until completion of the preliminary engineering phase, with potential extension for construction revisions. Payment types may include Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. While no specific budget range is explicitly stated, the comprehensive nature of the project - involving roadway expansion, environmental documentation, and multiple engineering phases - suggests a significant investment in infrastructure improvement. The CCBOC reserves the right to reject any or all Statements of Qualifications or Consultant Plan Proposals and to waive technicalities at the discretion of the Board of Commissioners, indicating flexibility in the procurement process and potential for negotiation with qualified respondents.
