About this opportunity

Glades Electric Cooperative (GEC) has issued a competitive bid (GEC BID #2025-08) for aerial drone inspection services in post-disaster environments across its service territory in Florida, specifically covering Glades, Hendry, Highlands, and Okeechobee counties. The procurement seeks a contractor to provide comprehensive drone inspection capabilities for transmission and distribution line right-of-way assessments, focusing on damage and environmental condition evaluations following disasters. Successful bidders must provide licensed drone operators with a fleet of drones equipped with high-quality camera and video capabilities, preferably including night vision technology. The evaluation criteria will be weighted with 40% for firm and staff qualifications, 30% for past performance, and 30% for cost proposal. Key deliverables include providing usable photos and video within 24 hours of inspection, with same-day delivery preferred, and the ability to operate in challenging terrains including wet, hilly, wooded, and swampy environments. Bid timeline includes question submissions due by July 7th, 2025, proposal submissions due by July 11th, 2025, and an anticipated award date of July 17th, 2025, with project completion by December 31st, 2025.

The contract allows for potential multiple award scenarios, depending on disaster severity, with a total contract base "not to exceed" amount of $500,000. While no specific set-aside designations were mentioned, the bid will be conducted through a competitive process using VendorLink, with electronic proposal submissions required via myvendorlink.com. Contractors must demonstrate experience working with utility facilities and possess 4WD vehicles for terrain access. The cooperative will provide necessary shapefiles and mapping information to support inspection teams. Insurance requirements and compliance with federal regulations are implied, though specific details are not explicitly outlined in the provided documents. Compensation structure appears flexible, with potential for unit pricing, time and equipment rates, or firm fixed pricing as specified in individual task releases. The contract period extends through the remainder of 2025, with GEC reserving the right to issue task releases to multiple contractors based on best value determination.
