About this opportunity

The Douglasville Douglas County Water and Sewer Authority has issued Request for Proposals (RFP #199) for the Bear Creek Water Treatment Plant Alum Sludge Removal and Disposal Project. The procurement seeks a qualified firm to provide comprehensive professional and technical services for removing 1,850 dry tons of aluminum sulfate (alum) sludge from the settling pond at the water treatment plant. Key project deliverables include on-site sludge dewatering, liquid effluent discharge back into the settling pond, hauling of dewatered sludge, and disposal at an appropriate regulated facility. The project requires precise removal techniques that preserve the polyethylene pond liner, with any liner damage to be repaired at the contractor's expense. A non-mandatory pre-proposal conference is scheduled for October 1, 2025, at 10:00 a.m., with an immediate site visit following the conference. Sealed proposals are due by 10:00 a.m. on October 15, 2025, and must be submitted to the Authority's Administrative Offices in Douglasville, Georgia. Proposal requirements include a $25 package acquisition fee and mandatory bid security of 5% of the total proposal price.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Interested vendors must obtain the full proposal package by contacting Joseph Morency, Senior Procurement Specialist, at (770) 949-7617 or jmorency@ddcwsa.com. The Authority reserves the right to reject non-responsive proposals or proposals from non-responsible offerors, and to waive technical irregularities. Contract award will be based on the most advantageous proposal as determined by the Authority's sole discretion and evaluation factors detailed in the Request for Proposals. While specific budget ranges are not explicitly stated, the project involves removing 1,850 dry tons of sludge, which suggests a significant scope of work. The project will be executed entirely on Authority property and must be performed without interfering with normal water treatment plant operations, indicating a need for precise and minimally disruptive execution.
