About this opportunity

The state of Kentucky, specifically Boyd County, is seeking proposals for a comprehensive repair project targeting Engine 7, a 1973 Fairbanks Morse model 3800TDD8-1/8 power production unit. The procurement opportunity, posted on August 14, 2025, requires a detailed engine overhaul involving extensive mechanical assessments and repairs, including complete disassembly, inspection, and potential replacement of critical components such as cylinder liners, rod and piston assemblies, crankshaft, and related systems. Qualified contractors must perform a comprehensive diagnostic and repair process that includes removing and reinstalling various engine components, requalifying parts to original equipment manufacturer (OEM) specifications, cleaning critical areas like air boxes and exhaust belts, and conducting thorough leak and operational testing. The contract demands meticulous technical expertise in diesel engine restoration, with specific requirements including installing new O-rings, gaskets, and adapters, and performing a complete jacket water system evaluation. Proposals must be submitted by August 25, 2025, with contractors expected to provide a minimum one-year warranty on all performed work.

While no specific set-aside designations or enterprise restrictions were explicitly mentioned in the contract opportunity, potential bidders should possess extensive mechanical engineering and diesel engine repair capabilities, particularly with vintage industrial power generation equipment. The project appears to be focused on maintaining critical infrastructure with no indication of incumbent vendors or mandatory technology integration requirements. Given the comprehensive nature of the repair work and the specialized skills required, contractors should anticipate a moderate to complex project scope that likely involves significant technical labor and potential parts replacement. Although no specific budget range was provided, the detailed repair specifications suggest a substantial investment in professional mechanical services, potentially ranging from $50,000 to $150,000 depending on the extent of component replacements and the overall condition of the engine. Interested vendors should carefully review the technical specifications and be prepared to demonstrate comprehensive expertise in industrial engine repair and restoration.
