About this opportunity

The City of Carbondale in Lackawanna County, Pennsylvania is soliciting proposals for the 2025 Paving Project, a municipal infrastructure improvement initiative focusing on roadway rehabilitation. The procurement involves comprehensive roadway reconstruction for Griffin Road, Greenfield Road, and Birkett Street, encompassing approximately 6,528 square yards of roadway. Specific project scope includes milling, base repair, and overlay of the designated street segments. Proposals will be received through PennBid until 2:00 p.m. on Monday, October 20, 2025, with a public bid reading scheduled for 7:00 p.m. the same day at Carbondale City Hall. Bidders must submit a 10% bid guaranty in the form of a certified check, bank check, or bid bond, and construction documents are available for examination at KBA Engineering in Jermyn, PA. Evaluation will likely focus on technical capability, bid responsiveness, and compliance with project specifications. All proposals must remain irrevocable for 60 days following the bid opening date, with potential extensions pending governmental approvals.

The project is classified as a public works project, subject to the Pennsylvania Human Relations Act and Davis Bacon Wage Determination, which may impose specific labor and hiring standards. Bidders are required to submit a Non-Collusion Affidavit and execute a no-lien agreement prior to project commencement. While specific set-aside designations are not explicitly mentioned, the project's compliance with the Pennsylvania Human Relations Act suggests potential considerations for diverse or disadvantaged business participation. No incumbent vendors are identified in the documentation. The procurement does not specify a precise budget range, but the comprehensive roadway rehabilitation suggests a significant municipal infrastructure investment. Contractors must demonstrate technical expertise in municipal road reconstruction, base repair techniques, and overlay processes, with a corporate surety capable of providing the required bid security. The project aims to improve transportation infrastructure within the City of Carbondale through systematic roadway rehabilitation.
