About this opportunity
The Minnesota Department of Public Safety (DPS) and Bureau of Criminal Apprehension (BCA) are seeking proposals for the 2025 MN Financial Crimes Task Force Criminal Investigations Conference through a formal Request for Proposal (RFP). The conference will be held either April 2-4, 2025 (preferred dates) or April 9-11, 2025, with an estimated 200 attendees and a requirement that the facility be located within 35 miles of the Brainerd Post Office. The primary deliverable is a fully equipped conference venue capable of hosting a multi-day criminal investigations conference, including meeting spaces, necessary audio-visual equipment, and catering services. Evaluation criteria will likely include cost, compliance with state terms and conditions, and the ability to meet geographical and logistical requirements. Potential vendors must submit all required documentation, including Responder Declarations, Exceptions to Standard Terms, Veterans Preference Form, Workforce Certification, and a completed Price Schedule through the SWIFT Supplier Portal by July 3, 2024, at 3:00 PM Central Time. Questions regarding the RFP must be submitted in writing to Kathryn Kemerley by June 24, 2024, at 3:00 PM, with responses provided via addendum.
The procurement opportunity appears to be open to all qualified vendors, with potential preference given to veteran-owned and small businesses meeting Minnesota's procurement criteria. While no specific incumbent vendors are mentioned, the state offers opportunities for businesses through its Small Business Procurement Program. The contract term will run from October 1, 2024, to June 30, 2025, with a potential three-month extension option. Vendors should note that while the estimated attendee count is 200, the state does not guarantee a minimum number of attendees, and pricing must remain firm regardless of actual participation. Interested vendors needing technical assistance with registration or navigation of the SWIFT system can contact the Vendor Assistance Helpdesk at 651.201.8100. The state reserves the right to negotiate with highest-scoring respondents and may make single or multiple awards based on what is most advantageous to the state. While specific budget ranges are not explicitly stated, vendors should prepare comprehensive pricing that covers conference facility rental, meeting rooms, equipment, and catering services.
