About this opportunity

Jackson County, Missouri is seeking proposals through Request for Proposal No. 25-039 for the Housing Resources Commission to provide 2025 Funding for Homeless Services. The procurement is specifically targeting non-profit organizations incorporated in Missouri that serve homeless or near-homeless residents of Jackson County. The primary objectives include providing emergency shelter, transitional living, and various assistance services such as utility, food, rental, and mortgage support. Agencies must demonstrate a comprehensive approach to housing services, with a focus on innovative shelter solutions and collaboration with other social service agencies. Proposals will be evaluated based on cost-effectiveness, private sector partnership potential, and the organization's ability to provide holistic support to vulnerable populations. The proposal is due electronically through the Jackson County Bonfire Portal by 2:00 p.m. CDT on September 30, 2025, with questions accepted until 5:00 p.m. CST on September 23, 2025. Funded agencies will be required to submit quarterly and annual reports and allow county inspections to ensure compliance with the proposed services.

Eligible respondents must be non-profit organizations with specific qualifications, including maintaining a diverse board of trustees and ensuring client confidentiality. The funding opportunity offers awards ranging from $5,000 to $25,000, with a preference given to agencies that receive over 25% of their program funding from sources other than county-distributed funds. Organizations must meet comprehensive insurance requirements, including Commercial General Liability, Commercial Automobile Liability, Workers Compensation, and Excess/Umbrella Liability with coverage amounts ranging from $1,000,000 to $2,000,000. Vendors must submit an affidavit certifying they are not debarred, do not employ unauthorized aliens, and have no conflicts of interest with county officials. Insurance carriers must have A.M. Best's "B+ V" rating or better and be licensed to do business in Missouri. The County reserves the right to split awards, request additional information, negotiate with respondents, and modify the Request for Proposal at its discretion.
