About this opportunity
Peace River Electric Cooperative (PRECO) is soliciting proposals for a comprehensive Damage Assessment Service provider to conduct aerial storm damage assessments across its service territory in Florida. The procurement seeks a contractor capable of performing detailed damage assessments using aerial imagery for electrical distribution and transmission infrastructure, with specific requirements including GPS-coordinated imagery accurate within 20 feet, comprehensive metadata collection, and precise asset documentation. Key deliverables include capturing images with corresponding geospatial data, providing restoration progress reports, and mobilizing a damage assessment team within 24 hours of approval. The Request for Proposal (RFP) outlines a three-year contract with a formal proposal submission deadline of April 15, 2025, at 2:00 p.m. The evaluation criteria will be weighted across four primary categories: qualifications (20 points), availability (25 points), past performance (35 points), and cost proposal (20 points). Contractors must submit detailed assessment methodologies for PRECO's review and approval, with provisions for reimbursement of special equipment and mobilization expenses.
The contract appears open to multiple types of organizations, with no specific set-aside designations mentioned in the documentation. PRECO serves 72,000 homes and businesses across 10 Florida counties, indicating a significant potential scope of work. Insurance requirements are comprehensive, mandating minimum liability coverage between $1,000,000 to $2,000,000 across various insurance categories. The Master Services Agreement includes FEMA compliance provisions, which suggests potential federal funding involvement and additional regulatory requirements. Annual price adjustments will be permitted, limited to either a fixed percentage proposed by the contractor or the Consumer Price Index (CPI) for the preceding 12 months. While specific budget ranges are not explicitly detailed, the contract structure implies flexibility in engagement and potential for substantial work during storm response periods. The agreement is structured to provide PRECO with significant discretion in task assignment, with no guaranteed minimum work volume specified.
